OFI.org is going to build an innovative internet based peer-to-peer-system to make it possible for European citizens with broadband web access to find and purchase as many European documentaries as possible in their own and many other languages. It will become the first address for the European documentaries, where everybody likes to go, finds what he/she is looking for and is able to download what he/she wants anytime - anywhere. OFI.org has the support of the MEdia Plus program of the European Union. Once the OFI.org system is fully deployed and has partner agencies in all member states it will be searchable in all languages of the EU. For the funding period of 36 months we expect to grow to 9 partners in 9 EU-countries covering at least 6 languages. We start with 5 partners from 4 countries but will be covering 5 languages: English, German, Greece, Latvian and Lithuanian. OFI.org is going to distribute the films primarily and directly for home and educational use. We do not intend to make our system the first one in the chain of film exploitation. We expect to start with films which have already been exploited in cinemas, on TV and even on DVD. We see the OFI.org project much more as an extension to already existing ways of film use. You do not have to wait for the rerun on TV anymore or buy a DVD of a film you only want to see once. Concerning pay-TV and DVD (buy or rental) we see that it might in 4-6 years replace these uses where a carrier medium still has to be purchased and carried home, but they will for quite a while exist in parallel. OFI.org creates a win-win situation for producer and consumer, a marketplace for European documentary films on the internet. Our aim is that the price the customer has to pay is considered to be acceptable and fair for the consumers as well as for the producers, filmmakers and other rights holders. ·Technically seen the system will be mainly based on free and open source software to help us make the development and therefore the transaction costs as low as possible. For the distribution of the films we will plan to use the state of the art, free to use, peer-to-peer- technology BitTorrent ( www.BitTorrent.com ). This Software has already proven to be a reliable, functional and successful tool to distribute large data files through the Web. It also proved itself to be the fastest and least cost intensive file sharing system. By that OFI.org will become one of the first portals using BitTorrent for legal movie distribution. In the first 12 months of the funding period starting in January 2007, we will build the new internet-based, video-on-demand- platform to distribute European documentaries, the OFI.org-system. Most of the technology will be available for the official launch of the platform in autumn 2007.
